System will NOT let me change PRIMARY email

I have tried REPEATEDLY to change my primary email to eliminate an old email account. I have followed every instruction found archived here. When I have two extra emails and try to make one primary I get error saying email already exists. When I have only one extra email and add a new one and mark it as ‘primary’ it deletes the previous email. The ‘old primary’ email is never called into play. I AM computer capable and have tried every suggested solution combination or examples listed multiple times with no luck. Help!?!
