How do I set up an account for my 15 year old?

Its against paypal rules to open an underage account, they must be 18 to open an account.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As they would be unable to verify the account it would be locked for further use.
Minors can’t enter legal contracts so they may not have any recourse to get any money back until they were 18.
They also may not be allowed to open an account when they are 18.
