Strange email: <removed>

Hello everyone,

 I just wanted to edit my first name and I received this e-mai froml: <removed>. They want to verify my account.  Is that a  bogus email?

Also I was trying to contact paypal through my account and  the language was changing from german to french to russian. Is this normal?

How long does it take to confirm name change?  Thanks a lot.
