Spam PayPal accounts created under my domain

Hi all. Has anyone had issues with people creating legit PayPal accounts but for email addresses that they have no access to?
Say my domain is example.org. Only I have access to it, no one else uses it. Aside from my family no one else uses the domain for email.
However in the past month I've had about 10-15 PayPal accounts opened for email addresses at example.org. Along side them are eBay accounts and they all seem to watch/buy the same product, <Removed>
Emails such as beverly@, daisy@, shaun@ . Email addresses I do not use.
I've managed to sort the eBay accounts for now by logging in, changing the password, then requesting that my data be deleted. However I can't do anything with the PayPal accounts aside from forwarding them to <removed> from the email address the account is under. Does anyone actually do anything with these emails? I don't want these used as spam/scam PayPal accounts.
Is there anything else I can do?
