Spam/Fraudulent Email not reported as Spam/Fraudulent

I have been receiving a number of spam emails claiming to be PayPal telling me numerous thing like my account has been limited or updating something on the account that requires me to login via their phishing link.
These emails were clearly not sent by PayPal themselves. They were sent from hacked 3rd party email accounts or from PHP scripts injected into websites in the world wide web
I have just recently reported these emails to spoof@paypal.com and got an email back an hour or so later saying "We analyzed your report and determined that the suspicious email does not appear to be fraudulent." to which I ask, HOW AND WHY?!
They are clearly sent from 3rd party email accounts as PayPal have their own secure email accounts they can send from. How are these emails not fraudulent?!
