I am wondering how did you come to a conclusion that "I can't withdraw funds from a paypal balance in your country."., especially based on the link you shared, because it seems I can.
I resolved the issue with contacting PayPal over the message center. But it's like somebody needs to turn on the "this guy can withdraw, it's ok" switch which is weird.
I can only go with the info that i have, maybe the link has not been updated but the info i gave you was correct from Paypals link which if i select your country shows this............ Send: Send funds without sharing your financial information. MastercardVisaAmerican ExpressDiscover Make payments in the currency you select. Make and receive payments in the currency you select. PayPal supports 25 currencies. NO options to receive or withdraw for your country.
