PayPal Cash cards, PayPal Credit and PayPal credit cards are not available in your country. You'll have to apply for credit card at a bank or get a debit card that comes with having a bank account at your local bank, if that is available.
Somalia PayPal accounts can not receive money. Only for buying online or sending money for goods and services.
