So... paypal.com/us/gifts are NOT refundable??? Well, here's the issue....

Hi Community. I bought a giftcard from paypal.com/us/gifts and wasn't told they are not refundable until after I purchased. Don't you think those terms about non-refundable need to be disclosed prior to purchase?
