Setting up a business account

Hi! I've been trying to set up a new business account for PayPal, but after I was done with filling up all the fields and clicked to continue, it would just return me to the login page. I tried setting up an account with 2 different emails, one of which I just created. Does anyone have any ideas on how to fix this?
