Sent money to a relative in mexico and they were charge a fee

I'm going to be sending money to a relative who needs help, and they are getting charged a fee of about 9%. why? I thought I could do this without a fee?

The only situation where there would not be a fee when sending personal (Friends & Family) payments is when those payments are domestic and the funding source used is either a PayPal balance or a linked bank.
There is another PayPal service option that you may be interested in. This is available to you because you're sending non commercial payments to people who are either family or friends.

You wont be able to use your PayPal balance, but linked cards and banks should be an available option to use as a funding source.
