Sending payment for electronic goods

hi all,
Sent a payment to purchase electronic good (payment seems to be under review for 24 hours). The seller will only send link/details to me once the payment clears, in the event they do not provide the electronic good, do I have option to cancel/dispute it and get a refund?

Only if you sent payment as goods and services, not friends and family. There is no purchase protection on F&F payments. And I have a sneaking suspicion you may have sent payment as f&f. Hope I'm wrong.

I have submitted as goods & services as I am aware F&F is not covered at all! Hoping there are no issues and delivery occurs once payments clears, otherwise I know I have back up option. Thanks for your help

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
- when I click send payment I am stuck with a white screen and nothing happens after that in My Money Archives
- payment methods gone i cant send payments anymore i even added other forms in Payments Archives
- Solution for PayPal asking for bank/ credit card upon payment for example on EBay in Payments Archives
- Send Payment Button is disbled in My Money Archives
- Cannot send personal payment to someone I've sent personal payments to before in My Money Archives
