I have a question I'm planning on buy something true offer up but the seller is asking to do the sale true pay pal, wich offerup not recomed so I'm not sure if I do it and the item is not as describe can I still open a clame for a refund ??

Well if offer up do not recommend using PayPal, then don't use it. If you choose to walk through that door, then send money as "goods and services" to have purchase protection. Keep in mind that purchase protection has its limitations and doesn't cover everything. Its not a guarantee, warranty or insurance. If both parties can't work out a solution, then PayPal has their own way of resolving the problem.
