Hi. Will there ever be a time you get an email from paypal and they state to communicate with us here because transactions are not forwarded to the call center?

Welcome to the PayPal Community, that's a great question! It sounds like that email may not be from PayPal. Here's a Help Center article on How to spot fake, fraudulent, spoof,  phishing emails.
