I made a purchase from a merchant I have never dealt with before. Correct amount showed on my credit card as a Paypal purchase. The merchant ALSO charged my credit card directly, $1.00. None of the phone numbers to the merchant work. The only way that merchant could have obtained my credit card number was through Paypal but when I reported my concerns to Paypal they told me to talk to the merchant, which I cannot do.
Is this normal that Paypal release card details to the merchant?
Is this normal Paypal don't seem to care when this is reported to them, they simply respond that it is against their policy?
I am concerned about the security.
