Sales tax to add to transactions.

How to set up PayPal to calculate sales taxes for my transactions. I have a personal account. Do I have to have a business account? I found info in the Help area of the website but it says I have to go to setting to set this up. I don't see any place on the website called settings.

I have this issue too, and I established a business account. Need to set CA state tax rates only.
