Safe buying on the internet

Hi,i was looking to buy some shoes,more precisely,i was going to pay someone to get me some rare shoes that are releasing soon.The seller could easily scam me,take the money and never deliver the shoes.What would be the safest way to pay him,and could i get my money back if he scams me.Since i will be using paypal for all my transactions. Thanks
