SCAM OR NO SCAM?

I called <removed> which <removed> I do NOT <removed> THINK is Paypal and told them my situation. They told me to go to a store and buy 3 Paypal Gift cards so the money/refund could be transferred and the reason for doing this was because my account is not secure.... I thought it was weird so I told them I would call them back.
