SCAM CREDIT ACCOUNT LETTER

I have received a letter, supposedly from PayPal, advising me of a late payment charge of £12. It looks very 'official' and even encloses an Information Sheet about Arrears from the FCA!
Today I took a phone call from 'PayPal' about the same issue, this time telling me a payment I'd made of £39 had been rejected, and asking me quite forcibly, to make a payment there and then. I have not made any such payment so I refused, and they said it needs sorting asap otherwise it may affect my credit rating.
The letter contained a phone number - <removed>, but PayPal's phone number is <removed>.
I'm pretty sure it's a scam, can anyone confirm this please?
