How do I buy and send a return label to a customer who wants to return product to me?

2 ways you can approach this.
1) Have the buyer find out how much it is to return the item and let you know. You send them a PayPal goods and services payment (to make sure they use the funds for the return) for the postage, then buyer goes here to create a shipping label and pay for it with the money you sent.
2) Visit this page to enable "Return shipping label" setting. This displays a return shipping label button on goods and services transactions on the buyer's end. The buyer pays for postage, then applies for reimbursement through PayPal's return shipping refund program in which the buyer has to register their PayPal account for.
