How do I report a merchant for potential fraudulent behavior?
I commissioned an artist almost a year ago, and am currently trying to put together a case against him for his poor business practices.
I've already gotten my money back from him by doing a charge back with my bank, but is there a way to let PayPal know that this person is stealing other people's money by promising them products that they don't deliver?
