Registration form says that email address is already used, but no emails are received from paypal

Hello!
So we are trying to create a PayPal profile for my girlfriend, and on the registration form, we got the message that her email is in use. She says that she had no deal with PayPal before, which seems to be true based on her email history - no messages from PayPal at all, not even a recent change of terms and conditions one.
The password reset form shows us numbers (part of the mobile number, credit card number) we have never seen, so there is no chance we can do a password reset.
I have found cases back from 2012-13, where the affected person was told that there is nothing to do, he has to register with a different email address.
(Reason is, email providers recycle emails, but PayPal keeps the account)
I just wanna know if this is still the case, or a solution has been figured out by now.
Anyone knows something about this?
