Registering PayPal account in US by a Canadian resident and citizen - is it possible?

I attempted to purchase an item from Home Depot USA for pickup on a future trip there. Unfortunately I get the message:

"Sorry, the Home Depot only accepts payments from PayPal accounts registered in the United States". So I cannot use my PayPal account (or VISA for that matter) in the US even though I make numerous Pay Pal purchases from the US via my PayPal (via eBay,ca).

Can I register for PayPal in the US, or am I out of luck?

If you lived and maintained a residence in the US, you would then be able to open a US PayPal Business account. The reason you would have to open a Business account; because PayPal allows users to have a maximum of two accounts, one Personal account (which you already have), and one Business account.
