Aloha,
Anyone know what to do when you purchase something on ebay, pay via paypal, seller cancels transaction and then paypal refuses to accept refund or provide a means of asking for help?

I would first suggest opening an Ebay dispute.

Appreciate the advice. I opened a dispute, on both sides now, and nothing is happening. Given they are both the same company you'd imagine things would be a little smoother but I do not think smooth is their priority.

They are not 1 company, Ebay and Paypal are 2 completely different companies with 2 completely different dispute policies.
If you have opened an Ebay dispute AND a Paypal dispute then you will probably have one closed as you are not allowed to do that.
It would have been better to open a dispute one first and see if Ebay can get you a refund and if not then you have the option of a back up Paypal dispute.
You may not have your back up now.
