So Im looking to refund some people, but paypal has my money on hold with zero balance. If I scroll through my order and click to submit refund will it take the money out of what's on hold or out of my bank account?
More than likely your bank account and then you would be reimbursed when the hold funds are released.
But even if you could use those hold funds there would not be enough for the refunds as paypal no longer return the fee you were charged when the buyer paid as paid of any refund issued.
