I bought a bag from Depop and it was not in good condition . She immediately said she would refund but I have been charged a fee of £15.50 to receive the funds ? Now I am £15.50 short and am paying to return it ? Why ? Help !! ? Thanks

Open a dispute for item recieved but not as described and then put in everything that has happened in a message to the seller and escalate to a claim.
When and if paypal find in your favour they 'may' tell you to return the item back to the seller (trackable to prove delivery) BUT then you should get a full refund or the rest of your funds refunded.
Also make sure that you have activated the below link so you can claim back some of that return postage costs.
