Refund Question, Seller in Russia

Hi,

Quick buyer question. Purchased an item from a Russian dealer. Im in the US, its the only company that makes this. The item shows it in transit but it has taken so many weeks more then expected that I want to not accept the delivery. I no longer want it.

Question, will PayPal support a refund even if it is not a defect or not as described issue? I've searched the website and they show no information on any return policy. Also is it best to refuse when it gets here if I am home?
