Refund Policy New Paypal Agreement Scam

''We recently updated our User Agreement in selected markets to reflect changes to our refund policy. As of March, 5th 2020, these changes will go into effect globally.
In line with industry practice and according to our updated policy, we will not charge a fee to process refunds, however fees from the original transaction will not be returned. This policy will not apply to duplicate transactions or voids. You can review the PayPal User Agreement for more information on our return policies.''

 

Surely this isn't right ! According to the Consumer Rights , the buyers are entitled for a refund if they change their mind ! How come Paypal is not returning the fees from the original transaction ? ? ? 

Any reply to this matter is much appreciated !

I am using Paypal for years, I am a business seller on ebay for years, and refunds occur now and again, people place orders by mistake or they are not pleased and they wish to return the order etc. But holding fees from the original payment surely is illegal , especially because Paypal is still the primary payment method on ebay working together under the Money Back Guarantee Policy.

Not saying I am a fan of the change in policy but it is not an "illegal" or even some kind of unconstitutional change. There are some payment processing services out there that still do refund partial or entire fee, and in light of this change, do what you think is best for your business model.
