I can't seem to find a clear answer to this problem. I have an ebay customer (from Australia) who placed and paid for several order separately, without requesting a combined invoice. Most of the items were fairly light weight, but the shipping costs paid ended up being $160, which is about $100 more than what it will actually cost. The customer simply assumed a refund for the overpaid postage would be issued. That refund will cost me about $10 in ebay fees and at least another $5 in PayPal fees. If the order is cancelled by the customer, do the PayPal fees then get refunded in full? The customer would then re-order the items the proper way.

No, PayPal fees do not get refunded. New policy. But, you can contact customer service to see if they will refund (no guarantees):
Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.

I completely disagree with their new policy on this
If i understand correctly from 31.03 If a refund is issued, any fees that were charged when the original payment was received are retained by PayPal.
Last week someone bought something from me on ebay for the amount ot 450 euros, they canceled the transaction, the 450 was deducted in full from my paypal balance but the 15 euros fees i paid within the 450 received by me is held by paypal so overall in the distance of 2 mins i lost 15 euros.
Their excuse is they keep the fee for processing payment WHATEVER which cant be right as if the fee for a refund is 1p or 110 pounds they would still keep it so if you hate someone and want them to loose money, buy from them on ebay, pay and cancel. Modern problems of our society
