Refund/Dispute for downpayment

I have a potential web developer who requires a downpayment to paid in paypal.  He told me that if he does not deliver the website as agreed, I can refund/dispute it in paypal and that way I am protected.  Is this true? What if he already withdrew the funds, how can paypal return it back to me?

its true as long as you don't  send the payment via friends and family  (personal payment)

Oh, I see . So just to clarify, it should be a "business account" in paypal? So if it's a personal account like what i have in paypal, sending it over is not a safe. Correct?

sorry for the confusion what i meant is the mode of payment 

 

you see when you send money to someone it will ask you on how do you want to make a payment 

-there are two choices there one is Pay for Goods And Services which will cover you for buyer protection 

-And there is Send to Friends and Family (personal payment ) which is not covered by buyers protection
