Receiving the Message: No card on File?

I have an active paypal account. I have a card linked to the account.  I am trying to make a purchase online, and when I click the Paypal purchase and log it, the Paypal scene is asking me to enter a card number. This seems fraudulent right? The card should already be on file.

Have you confirmed the card with the 4 digit code?

Is the card in date?

Does the billing address of the card exactly match the address / country on your paypal account?
