I'm sorry to hear that a fee came as a surprise. If there was a fee for a received payment, the payment was sent as a Goods and Services payment rather than Friends and Family, which would be the appropriate selection if the payment was a sale rather than a gift. Goods and Services payments are subject to fees paid by the recipient.
For a complete breakdown of fees, please click the Fees link at the bottom of the PayPal website, or review the section of your PayPal User Agreement that relates to fees for receiving payments. The User Agreement can be found by clicking Legal at the bottom of the PayPal website.
