Question about reporting someone

I was given a fake email address by someone to invoice them how do I report them on PayPal for being fraudulent and what not.

Report them for what? If the email address was fake you would not have been paid and so would not have sent any item?

I never received any money from them they claimed they paid the invoice and yet nothing. I had this issue before and was told the person gave a fake email. So how do I report them as a scammer

Again for what? If they didn't pay then you would not have sent any item would you so you would not have lost out on anything.
