Question about PayPal claims and disputes

When sending a payment to someone, PayPal asked for more information about that person, I put the info in and the payment went through with a confirmation from the seller. My question is this: If PayPal doesn’t consider that person to own an account, what happens if I need to file a dispute for a chargeback? Will PayPal give me my money back even if there isn’t a way to retrieve money from a fraudulent seller?
