Query on how to take payment in INR and foreign currency

Hi! I am from India and want to create a payment gateway accepting payment in INR and Foreign currency.
I have done my KYC however there is a Form W-8BEN-E, which is asking me to fill up. Is it a mandate to fill?
I don't have any FATCA details nor any representation in the US so does it mean I cannot take foreign payments.
