Qatar restrictions?

Hi

I was wondering if anybody knows what the up to date restrictions are in Qatar, cant find much online specifically about Qatar. I looked on the list of prohibited countries but Qatar isn't on it, however I was told paypal isn't available there.

Are people in Qatar able to send money online to the UK or has this been restricted due to the diplomatic situation over there?
