I'm very new using Paypal , and i though of asking you a question since you guys know much better than me in here. well, I have purchased some web development services from someone who I don't know at all, we agreed on the service requirement and the price. then, he asked me to do the down payment via Paypal. Therefore, i created an account and I did the payment to him. Next day, i though like, what could happen if he didn't do the required job I payed him for ? can i dispute in Paypal ? and is there a way that Paypal can refund ? and how safe is having this kind of buying services from anonymous person through Paypal ?
