Hello,
I have some problems. Something wrong with my PayPal account. I created business account, but I need a personal account. PayPal claims provided proof of my address. Four weeks ago I provided proof of my address. Until now I don't have any answers. I'm trying to close my account, but PayPal does not allow it to close. Can somebody help me?

Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.
