Paypal wants to charge me with a $4.99 fee when I tried to send money to my friend using the "send to friends and family" option. Please note that I'm in Vietnam and he's in America, and I send the money using my own Paypal balance, not from debit card, no currency conversion is applied. This issue has never happened to me in the past. I can't believe Paypal charge me that much for just a simple transaction.
