Problem with seller

Opened a case and have sent emails to seller and have received no response , they posted the info of the case # amount and why the case was opened ! This is the info paypal sent them , how do I get in touch with an actual person at paypal or how do I get my money back ! PS bought another item from different company ( different name ) only to find on my PayPal recipe that it was the same company as the one that haven't sent my item but took my money !
