Problem Initiating Paypal App

I installed the PayPal mobile cash app, but when I try to open it, the software apparently will not let me open it until I have updated it with the most recent update. However, when I initiate the update, the screen tells me it is waiting for the download of the update, but nothing ever happens. The update is never completed. How can I get an updated version of the app so that I can open and use the app?
