Possible scam e-mail

I received an e-mail that says it's from PayPal and I'm worried that it might be a scam. This site won't let me put the text of the e-mail here, but it basically says there's an issue "in ratifying the real owner of the account." When I click on "Help and Contact" at the bottom of the message, it takes me to e-bay instead of to PayPal.

 

Is this e-mail really from Paypal?

Don't click on email links of such emails that are randomly sent to you. Check email headers. And always log on to your account to confirm any account notifications. I am of the mind that any issue PayPal may notify you about with your account can be accessed by logging on. Same with eBay.

The e-mail looks very legit. Wouldn't know it was a "random" e-mail unless I looked at it.

 

I wanted to notify PayPal's customer service about it, but couldn't get customer service on the PayPal site to work.
