Possible scam / charges for underage account

Hello, 

2 months ago my boyfriend received emails saying he owed paypal £3000 for fees and charges on his account for opening an account underage. We thought this was a scam but we contacted paypal who said this was correct and he owed the money. We challenged this but not wanting any further mishaps, we reluctantly paid. Now today, he has received an email saying he owes £11,000! Surely to god he does not owe this amount?! Why and how?! You cannot get through to paypal at all and the emails looks the same as last time. We are praying this is a scam because why if he paid the original amount was the account not closed and the debt settled? How on earth has it nearly tripled in 2 months!

Please can someone help we are desperate to be told this isn't right. Is there any legal advice we can get? Proof of fees and charges? Explanation as to why the account is still accruing charges. How can they even do this when they've let an underage account go ahead.
