Policy updates received at unexpected addresses

Today I noticed something peculiar while catching up on email. In recent months, PayPal has sent me three Notices of Policy Updates -- at three different addresses. One is the address I actually use with my PayPal account. The other two are addresses that I created years ago as part of a grand plan to organize my communications, but I never used them much and no longer use them at all. I'm baffled that PayPal even knows about them. I certainly never created PayPal accounts with them; apart from the fact that I've never felt a need for more than one account, these accounts were intended for professional communications, and I would never have used them for something like registering a PayPal account.
Can anyone explain what's happening here?
