Please can someone advise me on how to send and receive messages in the messaging center

I don't understand how the interface works. I need to send an email or message to the center to file a dispute, but when I type the message in the small window I cannot see a "send" button. How do I SEND the message, and how do I know it has been received?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
