Please Advise ebay problem....

Good day

I am getting rather desperate regards the inability of ebay to get me to checkout since updating my card.

My apologies if this is essentially the same problem, but I didn't want the adddress issue to get in the way of the main issue.

All I am asking for is a way to actually contact PayPal customer support that does not entail making an international phone call at a ridiculous exchange rate. 

Is there no email contact for PayPal? All I am offered are generic help questions, none of which are applicable to my issue....

How do people who don't live in the US get any help? Been begging for help going on two weeks now, and other than asking the community, is there really no way to contact PayPal?

Somebody please help......

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

OR

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
