Phishing Scam (iTunes App Store)

I created a PayPal account about a week ago with the intention of using it in the future and haven't so much as confirmed my email. Recently, attempts to download free apps from the Apple App Store have yielded inquiries for my AppleID, which I attributed to the new iOS update. I reset my password and the first download went off without a hitch, but eventually I was prompted for "Verification" via SMS via PayPal to my "family organizer", a phone number that had the same first digit as my area code and ended in four digits that did not match any number i could remember seeing before and did not have in my contacts. Does PayPal ever ask for "Verification" from a family organizer when downloading free apps? My AppleID and PayPal are not even remotely connected in any way, and I haven't a clue who my "family organizer" is.
