Pending withdrawal?

I've received money from friend it wasn't a sale or any business transaction. It was a normal transaction using PayPal. I received email saying the funds will be cleared within 2 hrs when rang customer service it was suddenly 24hr now over 24hr the money is still pending!? Its £20 not hundreds o thousands. How can paypal legally hold my money and keep adding clearing time.?

If it was a friends / family transfer and NOT a goods / services payment then its normally 24 hours but seems to be a tad longer at weekends.
