I have my two small amounts. I cannot find where to submit despite following instructions provided in ‘help’ a dozen times.

If you mean the 2 small amounts to confirm a card or bank account that you have just added then just go to your paypal wallet, find the bank or card you want to confirm and enter the amounts in the confirmation box.
