Paypal is charging me 4.6% in fees from Ebay sales. Is this normal?

I notice that Paypal does not charge me the outrageous "normal" 2.9%.  I am always charged more and since there is no customer support, I just have to keep eating the fees and just watch them climb up up up.  That and the ebay fee and there is nothing left for the sellers.

International transactions incur higher fees.

Ok thanks.  Seems criminal as there are outrageous exchange fees ON TOP what the buyer pays, THEN the seller is hit AGAIN and then AGAIN by Ebay.

Try selling in a bricks and mortar auction house where commission can be 10-15%
