The error I get is:
This site can’t be reached
paypal.com took too long to respond.
ERR_CONNECTION_TIMED_OUT
I can access Paypal.com through the same exact browser on the same computer through a proxy but not in 'incognito' mode or on a different browser. Does anyone know whats going on and how to fix it?

Try clearing your browser cache, history and PayPal cookies and restart device. Also restart your wifi connection on device and router.
